Why this claim matters

This claim directly challenges the premise of the entire outbound sales industry. If 67% of the purchase decision is made before a buyer contacts a vendor, then a substantial fraction of SDR activity is occurring after the decision is structurally de facto made — either for or against the vendor. The claim is contested by sales practitioners who point to deals where vendor-initiated outreach initiated the sales process, and by data showing that some categories have much shorter pre-contact research phases. It is also contested by the exact percentages: the 6sense and LinkedIn figures are vendor-sourced and may overstate the pre-contact phase to support their intent-data products.

The mechanism

The buyer-state model (Tier 0 in the GTM World Model) describes the pre-funnel phase of B2B purchase decisions. Research from multiple sources converges on a consistent picture: enterprise B2B buyers conduct 60-80% of their research independently before engaging a vendor. The mechanism: (a) LinkedIn B2B Institute 95-5 rule: only ~5% of a target market is actively in-market at any given time — the other 95% are not evaluating a purchase, and outbound attempts to reach them are misdirected; (b) 6sense 2023 data: 67% of the purchase journey is completed before first vendor contact; (c) Forrester B2B research: the average B2B purchase involves 6-10 decision-makers, each conducting independent research. Day-1 shortlist formation is the critical event: most buyers form a shortlist of 2-4 vendors BEFORE they begin formal evaluations. Being on this list is largely determined by prior brand exposure (T13), category authority signals (thought leadership, analyst placement), and peer recommendations — not by outbound seller activity. The seller funnel therefore operates on a pre-filtered audience: buyers who are already on the Day-1 shortlist (favorable state) or not (unfavorable state).

Evidence against / limitations

  • The 6sense and LinkedIn percentages are commercially interested (both sell intent-data and brand-awareness products); the direction is well-supported but the exact magnitudes should be treated as upper bounds
  • For new categories (T26), buyers may not know what they need before vendor contact — the pre-contact research phase may be shorter in category-creation scenarios
  • High-ACV enterprise deals with long sales cycles may involve more vendor-initiated education, shifting the effective percentage toward post-contact for some segments

So what: the operator implication

Restructure your demand-generation investment to match where value is actually created. If 67% of the decision is made pre-contact, then 67% of your demand-generation investment should target the pre-contact phase: brand awareness, thought leadership, analyst relations, peer community presence, and category search visibility. The common error: spending 80%+ of the demand-gen budget on bottom-of-funnel (BDR outbound, paid retargeting, demo optimization) while the decision is being made before any of those touchpoints fire. Measure Day-1 shortlist position explicitly: run regular buyer research studies asking 'when you began your evaluation, which vendors were on your initial list?' Use this as your primary brand effectiveness metric.
