The claim: [AGENTIC, C6+ EXTENSION] The behavioral tier an agent executes is governed by TWO separable levers, not one: how much of the chain it runs (autonomy alpha) and how mature the governance around it is (G). Raising alpha without raising G does not merely fail to help — it can raise effective cost (E-A4).
